Refactor lispy configuration

Enable lispy in all Lisp buffers (use `lisp-data-mode-hook` for this).  Also ensure that `semantic`
has been loaded whey trying to find symbol definitions via `xref`, to avoid an exception about
`semantic-new-buffer-fcn` being undefined.
